China plans to ax fees for incoming cell calls

Apr.28 - More than 467 million Chinese mobile phone users will be able to
enjoy free incoming calls within two years, regulators said on Friday.
In addition, the roaming fee, which is more than six times the cost of
intracity-mobile communications, is expected to be regulated and probably
dropped, according to the Ministry of Information Industry and the
National Development and Reform Commission.
The "one-way charge" will become a nationwide policy, and average
telecommunications fees will continue to drop, the MII said in a
statement on its Website.
"It is a natural step to allow free incoming calls as Western carriers
launched such services several years ago," said Yang Peifang, an expert
at the China Academy of Telecommunications Research under the MII.
"Chinese carriers have grown strong, and they can accommodate the change."
Two years ago, free incoming calls were forbidden as they threatened the
income of the state-owned carriers, or "state assets."
China Mobile and China Unicom, the country's two mobile carriers,
declined to comment on the issue. But they have already launched package
plans that greatly reduce charges for incoming calls. A Shanghai Mobile
plan, for instance, charges a flat monthly fee of six yuan (78 US cents)
for unlimited incoming calls. China's telecommunications fees dropped
11.5 percent on average last year, MII Minister Xi Guohua said recently.
Such fees now account for eight percent to 10 percent of people's total
spending in China, compared with less than five percent in the United
States.
The roaming fee (0.60 yuan a minute), along with long-distance call
costs, amount to 1.3 yuan a minute, almost 10 times the cost of local
communications.
"The high price is without reason, as the telecoms' costs for
cross-province calls are much less," Kan Kaili, a professor at the
Beijing University of Post and Telecommunications, said in a previous
interview. "The fees can be cut at least 0.20 yuan a minute."
The government is considering a price ceiling for roaming fees to better
regulate the sector, which has generated complaints from customers and
the Beijing Consumers Association, according to MII's statement.
The changes will push the carriers to transform their business models,
industry insiders said.
Carriers will no longer be able to depend on income from voice services.
Instead, they will have to develop income from data services, which will
be especially important in the coming third-generation telecommunications
market, Norson Telecom Consulting said in a recent note.

Chinese banking industry to become 3rd largest in world, report

Chinanews, Beijing, Apr. 26 �C By 2015, the actual revenue made by
Chinese banking industry will grow by 8.5% every year. By then, Chinese
banking industry will become the third largest banking industry in the
world, according to a latest report issued by the Boston Consulting Group.
In this report, the global business consulting firm says that China is
making transformation to become one of the most important markets in
banking industry in the world. In 2006, three Chinese banks entered into
the world��s top ten banking list, their market capitalization having
exceeded 100 billion US dollars. Among them, the Industrial and
Commercial Bank of China is now the second largest bank in the world,
only next to Citibank. Bank of China is placed as the world��s sixth
largest bank, while China Construction Bank has moved five places forward
to become the seventh largest bank globally. This has totally changed the
world��s banking industrial structure.
The report says that Chinese banks have the capacities to compete
globally. Apart from business expansion, Chinese banks have also improved
a lot in raising the competitive edge against their domestic
counterparts. Over the past five years, their outstanding business
performance has outshone their counterparts in the West and they have
brought substantial profits to their investors, the report says.

Free medical check given for gays

Chinanews, Beijing, Apr. 16 �C Some 200 male homosexuals went to a
Beijing local hospital last Sunday to take free medical health check, the
Beijing Morning Post reported.
This is the first time that Beijing municipal government provided free
medical check for homosexuals. The activity was organized by the Chaoyang
District Overseas AIDS Prevention Work Group.
The activity was aimed to help the AIDS group to pay more attention to
their health and learn some health knowledge, said Xiao Dong, head of the
Chaoyang District Overseas AIDS Prevention Work Group.
��At first, we wanted them to take their health check in a large public
hospital. However, many public hospitals, once learning that they were
going to provide free medical checks for AIDS people, turned down our
request, on the excuse that they already had too many patients. So, in
the end, we had to choose a private hospital,�� Xiao said.
They publicized their notification on the free medical check a week ago
on www.hivolunt.net website. When the notice was publicized, nearly one
hundred people phoned in to ask about the time and address for the check.
By April 15, about 200 people registered for the health check.
Many of the AIDS people came in twos for the health check. They were
mostly in their 30s. There were also some retired people or college
students. Patients could take both physical check and psychological
consultation. The physical check included normal health check and check
for their AIDS conditions, while some doctors would offer psychological
consultation to these people. In order to protect the patients' privacy,
doctors would not write down their names during the health check.
Instead, every person was given a number card with a password. Organizers
said that these people could log on to www.hivolunt.net to check their
health conditions three days after the health test.
Starting from today, the Chaoyang District Disease and Prevention Center
will issue some 50,000 cards in some bars or parks where gays usually
meet. With these cards, homosexuals can get two boxes of condoms twice
every month for free, Xiao added.

More than 120,000 people participated in a grand dragon dance campaign at
the opening ceremony of the 25th Luoyang Peony Fair held in Luoyang,
Henan Province, April 10, 2007. Altogether 10,025 dragons were performed
at the same time with the largest one being 5,056 meters in length. With
most dragons, largest dragon, and most performers, the campaign has won 3
Guinness World Records.

Exchange rate adjustment not likely soon

Chinanews, Apr. 11 - At the recent "2005 Beijing Foreign Exchange Forum"
held at Barclays Capital, Long Yongtu, secretary-general of the Bo'ao
Forum for Asia, said that China is unlikely to adjust the exchange rate
of RMB soon.
According to Long, China aims to adjust the exchange rate system, but it
must base this on the market, and a balance point must be found between
steady exchange rate policy and a certain flexibility.
In Long's opinion, China should finish its arduous bank reforms and
economic restructuring before implementing a more flexible exchange rate
policy. If the government wants to let go of the exchange rate system and
capital items in China, following conditions must be available: healthy
banks, a mature financial market, as well as a capable regulatory system.
If the above-mentioned conditions are fulfilled, the government could
move towards a flexible exchange policy.

Western food grows popular in China

Chinanews, Beijing, Apr. 1 (By Liu Changzhong) - As China's integration
into the world economy accelerates, western food has grown from a small
novelty into an emerging industry and an essential part of Chinese food
culture. In recent years, China's food industry has maintained rapid
growth in business volume, with western food contributing its fair
proportion, according to the National Bureau of Statistics.
Over the past ten years, western food has become more diversified and has
increasingly provided Chinese consumers with unconventional enjoyment, a
complete turn from traditional Chinese food culture. China now has
western-style cuisine of various nationalities and special
characteristics. French, German and Italian restaurants are the most
popular. Western-style fast food is led by McDonald's and KFC; bars,
coffee shops, Japanese sushi bars, South Korean cuisine and south-east
Asian delicacies are also ascendant.
Latest statistics from the China Cuisine Association indicate that there
are more than 20,000 western catering companies in 30 provincial-level
administrative regions and more than 60% of China's cities. These
establishments employ a total of 140,000 staff. The western food industry
has even developed in Yunnan's Lijiang, Tibet's Lhasa, Ningxia's Yinchuan
and other areas with exuberant vitality.
According to industrial resources, China's western food consumption has a
nutlike structure -a majority of the restaurants are medium-priced, with
a few extremely cheap and extremely expensive ones - which guarantees a
relatively concentrated and stable consumption group and high profits for
the western food business.

Tibetan life expectancy reaches 67 years

Chinanews, Mar. 31 - Latest statistics from the Bureau of Statistics of
the Tibet Autonomous Region indicate that by 2004, Tibet had a population
of 2,736,800, an increase of 35,100 people over 2003. Tibet's birth rate
and natural population growth rate reached 17.4% and 11.2%, respectively.
Tibet is the most sparsely populated provincial-level administrative
region in China. It has an area of more than 1.2 million square
kms--about one-eighth of the Chinese landmass--but it population density
is only 3 people per square km. Hui, Monba, Lhola, Naxi, Nu, Tulung and
other minority groups populate the area, with the Tibetan (Zang) people
making up the largest ethnic group.
Statistics indicate that since the peaceful liberation of Tibet in 1951,
the area's population has doubled, its infant mortality rate has declined
from 43%, before 1959, to 3.1% in 2004, and its average life expectancy
has increased from 35.5 years to 67 years.

Bank of Beijing agrees stake sale

Mar. 26 - ING Group, the biggest Dutch financial-services company, has
signed an agreement to purchase a 19.9 per cent stake of the Bank of
Beijing for about 1.8 billion yuan, or 215 million US dollars.
The International Finance Corporation is also seeking approval to take a
five per cent stake in the Beijing-based lender.
The two moves will take the total foreign shareholding to 24.9 per cent,
which temporarily excludes the possibility of other foreign investment in
the bank, as China sets an upper limit of 25 per cent for all foreign
shareholdings.
Chairman of Asia-Pacific and Member of the Executive Board for ING Group,
Alexander Rinnooy Kan, says the investment is a major milestone in ING's
business expansion in the commercial banking sector in China.
It will provide its own financial expertise, especially that of corporate
governance and risk management to the Chinese partner.
ING believes in the development potential of Bank of Beijing and hopes to
help it become a "world-class bank".

Asia's 1st low-price airline enters China

On March 17th, Thai Air Asia held a news conference in Xiamen, announcing
that it would launch a flight from Bangkok to Ximen, a coastal city in
southeast China's Fujian Province. The lowest single ticket price will be
388 yuan (US.9). It marks the official entry of Asia's first low-price
airline into the Chinese market. Single tickets for 8,888 seats will
start to sell at a price of 388 yuan (1,899 Thai baht), from March 18th.
This preferential price does not include airport taxes or fees. It is
predicted that 12 fights will fly each week.

Forbidden City undergoes large-scale repair

On Mar 13th, workers set up scaffolds at the Meridian Gate of Beijing's
Imperial Palace. The project to repair the Western Road (Xilu) of the
Imperial Palace, including the Hall of Martial Prowess (Wuyingdian), will
be completed in May of this year. Beijing's Imperial Palace is currently
carrying out its largest repair work since the 1911 Revolution. The
project began in October of 2002, and is expected to be finished in 2020,
with an estimated investment of nearly 2 billion yuan. The first phase of
the project will be completed before the 2008 Beijing Olympic Games.

Wrong time to impose fuel tax

According to Jin Renqing, Minister of Finance, China will undoubtedly
levy a fuel tax, but at an appropriate time. It was reported that in
order to reduce consumption of gasoline and diesel and protect the air
and the environment, China has already carried out feasibility
demonstrations centered on replacing toll charges with a fuel tax. But
time is not right to impose fuel tax at present.

Blood donation a fashion in Shanghai

Since the introduction of 16 blood collection busses on Mar. 1st, 2002 in
Shanghai, the number of donations has increased significantly. In 2002
70,744 persons gave blood without asking for compensation, while in 2003
the number rose to 93,881. In 2004, the number of such cases reached
105,384, while in the first two months of 2005 it topped 17,376. Blood
donation is quickly becoming a healthy fashion for Shanghai residents.

Measures to regulate textile export

Temporary Measures of Automatic Permission for Textile Export was
formally implemented on March 2, requiring that over 200 textile
commodity serial numbers to apply for export permission licenses. An
official from the Foreign Trade Department of the Ministry of Commerce
claimed that China formulated automatic permissions for textile export
after the globalization of its textile trade, and that it aims to improve
statistical analysis and monitoring of textile exports by releasing
alerts and information to exporters on time. The ministry of commerce
hopes to avoid declines in textile export prices caused by export volume

At a conference held in Beijing to celebrate the establishment of the
association for bonded zones and export processing zones, the General
Administration of Customs disclosed that China had approved fifteen
bonded zones and thirty-nine export processing zones. These zones have
served as a platform for the integration of China into the world economy,
fueling China's export-oriented economy. According to the
administrations' statistics, trading volume of China's bonded zones and
export processing zones totaled 109.69 billion US dollars in 2004,
accounting for 9.5% of the country's total export volume. By the end of
2004, the government approved 37,442 programs in bonded zones, 14,189 of
which were foreign-funded with a total investment of 32.84 billion US
dollars. China approved 823 programs in export processing zones, 700 of
which were foreign-funded with a total investment of 9.75 billion US
dollars.

Europe's first Confucius college established

established in Stockholm University a few days ago.
The new college was inaugurated jointly by Stockholm University, China's

Shanghai Fudan University.
On February 18th, China's ambassador to Sweden, Mr. Lv Fengding, spoke at
the inauguration ceremony. He pointed out that the college would not only

Beijing to improve the environment before the 2008 Olympics

Chinanews, Beijing, Jan. 26 - Pei Chenghu, deputy director-general of the
Beijing Environmental Protection Bureau, announced today that Beijing
would introduce five measures to improve its environment before the 2008
Olympics. However, it was still not possible to make any concrete
promises regarding the goal of having clear blue skies by 2008.
During its bid for organising the 2008 Olympics, Beijing had already
indicated that its air quality would comply with the national standards
by 2008, while all major environmental indicators would comply with
guidelines prescribed by the World Heath Organization (WHO).
In describing the current situation, Pei said that sand and dust storms
from beyond the borders of Beijing had maintained a high level of air
pollution in the city, and increased the difficulty of improving air
quality.
Pei further explained that Beijing would introduce five measures to
improve the environment, following the concept of "controlling the total
quantity of pollutants". Firstly, it would control the smoke pollution
from coal combustion and increase the supplies of clean energy. Secondly,
it would control industrial pollution.
In terms of remedying and managing pollution from motor vehicles, Pei
said that it was estimated that the number of motor vehicles would grow
to 3.5 million by 2008. Accordingly, the city will impose strict controls
over exhaust emission levels of new motor vehicles including public buses
and taxis. The European III Standard will be implemented this July. Cars
that fail to meet these standards after examination will require
modifications to be carried out within a prescribed period, failing which
the car will need to be scrapped. According to the new standards, Beijing
will eliminate 3,800 public buses and refurbish 35,000 taxis this year.
In addition, Beijing is the first city in China to introduce regional
standards for oil products.
Pei also emphasized that the real solution to the root problem was to
improve the environment, strengthen greenery in the city and set up
ecological model regions.

More than ten thousand birds fly together

Recently, a spectacular sight lasted for quite a while in the skies of
Fuzhou: more than ten thousand birds flew together. In particular, when
evening arrived and the tired birds had to return to their nests, more
than ten thousand birds hovered for a long time in the skies of the Henan
Community in Fuzhou's Gulou District and later gradually perched on trees
along the Xinxi River near the community. Experts said that these birds
contained two species: sturnus sericeus and grey starling, both of which
are designated as protected species and accorded legal protection.

A wrestling ring in the Jinan Grand View Garden

On January 16, in the Jinan Grand View Garden, wrestlers from the
Shandong wrestling team and some amateurs delighted the audience with
their performance of a wonderful Chinese-style wrestling match. As early
as in the 1930s, Jinan was one of the top four famous "wrestling cities"
in the wrestling industry. The region around the Grand View Garden housed
several famous wrestling rings in the country. Due to various factors,
wrestling and wrestling rings were gradually forgotten. However, a
wrestling ring has just been rebuilt in the Grand View Garden. Wrestlers
who hadn't been seen for a long time were invited to take part in a
competition and display their skills once again.

China's GDP is expected to increase 10.8 percent in 2007, a report by the
economic research center of Renmin University of China said in Beijing
yesterday.

The report also predicts that the country's investment will grow by 21.8
percent year on year in 2007, consumption will grow by 16.2 percent, and
trade surplus will rise by over 60 percent.

The GDP growth predicted by the university is paralleled with the
forecast of the People's Bank of China, the central bank, which said last
Monday that the country's GDP is expected to increase 10.8 percent in
2007.

On June 13 Chinese Premier Wen Jiabao presided a State Council meeting to
discuss the problems in China's economy, and the cabinent warned that
there was excessive growth in industrial production, trade surplus and
investment.

The central government said it is necessary to improve macroeconomic
regulation to prevent the economy from overheating.

The challenge now is no longer what to do but how to effectively make it
happen.

China is too large and too complex to manage easily. This makes the
nation's competent leadership with its emphasis on capacity building
especially impressive.

But perhaps China needs to move to a phase where strengthening the rule
of law and scientific development becomes much more important. As for the
environmental challenges, China's leaders are clear that in order to
sustain development, environmental reality needs to be part of economic
policies and development.

The Chinese reform shows the importance of alternative approaches,
country-led approaches, homegrown approaches. Each country has to first
do the difficult job itself and find out what works and what doesn't
through internal discussion. A country can draw on international
experience, but one experience cannot replace the other.

So alternative approaches to development are quite profound, and China is
a great example. China's development approach has gone far beyond the
Washington Consensus and I would like to increasingly call it the
"Beijing Consensus".

As for xiaokang, when people talk about health, education and many other
things, it's clear the central government has to play a larger role on
how budgets are transferred, on the way responsibility for healthcare is
resolved.

What is the role of the State in providing basic healthcare for all
citizens? What is the role of the State in providing basic social
security? These are the two essential expenses that people save for.

New challenges require new policies which, in turn, require additional
new institutional features.

China is at the point where the time is right for a new, universal basic
social security package. The debate in China seems to be moving very
quickly.

The whole question of rebalancing local, central and inter-provincial
fiscal relationships is being addressed in a UN development program with
the Ministry of Finance and the People's Bank of China. A major issue is
how to make fiscal systems, which are currently pro-rich and pro-urban,
more pro-poor and pro-people.

China is working on removing the dichotomy between urban and rural
systems. Perhaps it is time to start introducing human development
targets.

The UNDP has a program with the National Development and Reform
Commission assessing xiaokang. It involves using a broader range of
indicators to assess how the country is doing in moving forward. It's
measuring not just economic growth but health, social development and the
environment.

Administrative structures probably need to be reorganized to raise
efficiency and effectiveness, enhancing transparency and participation.
